Joel Torres - Steering Committee Member

Joel Torres is a seasoned public-sector and nonprofit executive with more than two decades of experience leading health, human services, and community development initiatives across New Jersey. He currently serves as Chief Executive Officer of PRAB, Inc., overseeing an $11 million multi-service organization that supports over 24,000 residents annually through early childhood education, housing stability, and family-support programs.

Previously, Joel served as a Hudson County Commissioner and as President of the Jersey City Board of Education, where he provided governance oversight for large public institutions and advanced equity-focused reforms. He has also held senior leadership roles in county public health systems and nonprofit program administration, with a strong focus on operational excellence, cross-agency coordination, and data-informed decision-making. Joel holds a master’s degree in Public and Organizational Relations from Montclair State University and is deeply committed to advancing equitable outcomes for Latino and underserved communities.
